Andrew Austin-Hancock: Personal Profile 2016

I am a business and systems consultant and Project Manager with over 30 years experience of delivering successful outcomes in challenging circumstances on diverse, high profile strategic change programmes; for organisations in the public and private sectors.

I have a pragmatic and collaborative manner, working respectfully and empathetically with clients and their stakeholders, using established and proven methodologies whilst seeking opportunities to deliver creative and innovate solutions.

Future Coastguard Programme (FCG)
Maritime and Coastguard Agency

Between 2010 and 2016 I managed the MCA programme to modernise the UK Coastguard service.

The Future Coastguard Programme (FCG) was the most significant, complex, contentious and politically sensitive transformational change to this service in a generation.

The Future Coastguard programme has delivered a modernised Coastguard service fit for the 21st century, key features of which are:

  • The National Maritime Operations Centre (NMOC) at Fareham opened in September 2014 to cost, quality and budget;
  • Regional co-ordination centres which are part of the National Network and mirror the NMOC design and operations room layout;
  • New staffing patterns to better mirror incident rates;
  • Better training and support for the volunteer Coastguard Rescue Service, with a 50% increase in the number of regular Coastguard Officers providing front-line operational leadership;

I orchestrated this success through development of an innovative approach which employed the principles of 'Agile' as well as more traditional programme management disciplines. This approach has now been proven to deliver change at a time of Public Sector austerity through mobilisation of internal resources, principles of earned value management and the reprioritisation of established Agency budgets.

The approach I developed for the FCG Programme has now been presented widely across the UK Public Sector and internationally; and has been recognised as a new ‘best practice’.

Basis Ltd.

I was a Senior Management Consultant and Business Analysis practitioner with Basis Ltd for almost 10 years. During this time, I delivered services to a range of clients by applying extensive practical experience of strategic business and information systems and business process analysis. My work with Basis Ltd developed the skills I had obtained through being an in-house consultant for the Department of Transport managing, among many other assignments, the computerisation of UK driver test booking.

I am Managing Director of Dana Consulting Ltd

I hold a full driving licence and am married with two grown-up children, two step children and seven grandchildren. I am a former marathon runner and still enjoy running, meditation and travelling.

My MBTI profile is INFP

Department for Transport - Flexible Deployment Programme

I was a key member of the multi-disciplinary team of business analysts; HR consultants and occupational psychologists that designed piloted, developed and rolled out a new business management model for DfT.

The work was commissioned by the then Permanent Secretary who was seeking the ability to quickly stand up, appropriately resourced teams to address new and changing Government priorities. He was frustrated at the unwillingness of managers and trades unions to agree new ways of working, preferring instead to retain old customs and practices.

The programme was acknowledged as leading best practice by the Government’s Capability Review Team and was featured as an exemplar in the HM Treasury publication ‘Beyond Walls’.
